This paper was commissioned by California Health and Human Services to articulate the functional and capability changes needed in how systems operate at the practical implementation level to realize the vision of the state’s Children and Youth Behavioral Health Initiative (CYBHI) for a reimagined, integrated ecosystem that puts children and families at the center and supports prevention, early intervention and general wellbeing as well as improved support for young people facing complex mental health challenges. It aims to inform and inspire the work of implementers at the state and local level of the CYBHI and other state initiatives working to support the wellbeing and thriving of California’s children.
