During the past decade, States have moved forward with initiatives to strengthen early childhood programming and emphasize greater accountability for child outcomes. One of those efforts has been the development of Early Learning Guidelines (ELG). As states have worked to implement ELGs and integrate them into the broader early care and education system, the way that they are developed, conceived and defined or classified has shifted.

This document provides an overview of the implementation of early learning guidelines and current web links to all State ELGs.
